Jack Quaid apart of cast on Hunger Games?

I hear that Jack Quaid is supposedly casted as the District 1 tribute? Is it true? Or is it just that he might play the role? Or is he not playing it at all? I know that it says that he is apart of the cast on some pictures and sites, but could you tell me if you are really really sure that he is?
